United Nations Development Assistance Framework
The United Nations Assistance Development Framework 2015-2018 is particularly significant for the people of Sierra Leone because it follows the departure of UN Peacekeepers (UNAMSIL) and UN Peacebuilders (UNIOSILand UNIPSIL) from the country. The decision to close UNIPSIL on 31st March 2014 marked the end of a decade of Security Council engagement with Sierra Leone.


Joint Vision of the UN Family for Sierra Leone 2009-2012
The Joint Vision defines our contribution to implementing the Government’s Agenda for Change, to accomplishing the mandate given to us by the Security Council and to supporting the goals and work of the UN Peacebuilding Commission. With the Joint Vision, we intend to put into practice the main principles of the Paris Declaration on Aid Effectiveness under the leadership of the Government. In parallel to the Agenda
for Change, the Joint Vision will cover the initial period from 2009 to 2012. We estimate that the total resources required for implementing our Joint Vision over the four years will be US$ 349 million, of which we would require US$ 204 million (59%) in new funding.


Transitional Joint Vision – 2013-2014
The Joint Vision 2009 – 2012 served as the UN’s innovative contribution to the Agenda for Change, the Government’s second Poverty Reduction Strategy. The Joint Vision succeeded to integrate humanitarian, peace and security and development mandates into a coherent document as envisaged in the Secretary General’s Decision Paper of June 2006.


Eleventh report on the United Nations Integrated Peacebuilding Office in Sierra Leone
The present report is submitted pursuant to Security Council resolutions 1886
(2009), 1941 (2010), 2005 (2011), 2065 (2012) and 2097 (2013), in which the
Council requested me to submit a report on the activities of the United Nations
Integrated Peacebuilding Office in Sierra Leone (UNIPSIL). The report covers the
period from 1 March 2013 to 31 August 2013 and provides an update on the planned
completion of the mandate of UNIPSIL and the transfer of responsibilities to a
United Nations country team, as requested in paragraph 3 of resolution 2097 (2013).


Opening minds to rights behind bars – Report on The Situation of detention in Sierra Leone  Supporting improvements in the corrections system is part of the mandate of the Human Rights Section of UNIPSIL (UNIPIL HRS), the United Nations Integrated Peace Building Office in Sierra Leone. In the framework of its cooperation with the Ministry of Internal Affairs and the Prisons Service, the Section conducts periodic monitoring of prisons and other detention facilities, engages relevant authorities on the findings, and provides technical assistance for the improvement of prisons as well as capacity building to officials and personnel of prisons, police and local courts. Click here to download full report

Department of Peacekeeping Operations – Sustainable Peace through Justice and Security Corrections Update – Volume 4 2012

Fair and effective corrections systems are a basis for just societies, a measure of their humanity and an important element of a safe and secure environment. When founded on respect for international human rights norms and standards, corrections systems reinforce the rule of law. All this is at the core of United Nations activities. By rehabilitating and reintegrating past offenders and protecting communities from violent crime, effective corrections systems contribute to the stabilization of post-conflict societies. Click here to download full report

 Report on The Rights of Persons with Disabilities in Sierra Leone

Persons with disabilites worldwide continue to face rampant discrimination, In Sierra Leone, the rights of persons with disabilities had not been given the requisite attention for many years. Recently, the Government of Sierra Leone has shown increased commitment on disability issues, including by the ratification of the Convention on the Rights of Persons with Disabilities (CRPD) and, in March 2011, the enactment of the Persons with Disability Act. UNIPSIL Human Rights Section, in collaboration with its partners, has been instrumental in supportng the Government in this process. This report aims to promote the rights of persons with disabilities in Sierra Leone by continuing to support the Government, in particular in strategizing on the implementation of the Act.

 Mid Term Review of the United Nations Joint Vision For Sierra Leone 2009 – 2010

The General Assembly resolution A/RES/62/208 on the triennial comprehensive policy review underscored that the Resident Coordinator, supported by the United Nations Country Team, should report to national authorities on progress made against results agreed in the United Nations Development Assistance Framework. Instead of an annual reporting, the UNCT in Sierra Leone chose to conduct a comprehensive mid-term review of its strategic plan, the UN Joint Vision for Sierra Leone that will feed into the next planning process for the Joint Vision 2013-2014, which will be rolled-out immediately after the review is completed.

 Sierra Leone: Environment, Conflict and Peacebuilding Assessment 2010, UNEP The Sierra Leone Environment, Conflict and Peacebuilding Assessment examines how environmental governance and natural resource management will play a vital role in undertaking Sierra Leone’s Agenda for Change. Given the role that natural resources played in the civil war, and the remaining environmental impacts of the conflict, addressing these issues in the ongoing peacebuilding process is an important challenge.  Sierra Leone’s Agenda for ChangeIn the course of implementing our first Poverty Reduction Strategy, considerable progress was made in key areas, especially in consolidating peace and security after a decade long civil conflict. Relatively high economic growth rates were also achieved as well as low inflation and macroeconomic stability.  Government of Sierra Leone Aid PolicySierra Leone receives important aid inflows from the bilateral and multilateral donor community. The Government therefore needs to improve coherence between the different development partners as much as it needs to improve structures for aid coordination, harmonisation and alignment.
